Measure it between full tanks.
Fill the tank, note the odometer, then drive. At the next full fill-up, use the distance since the previous full tank and the fuel added now. For several tanks, divide total fuel by total distance rather than averaging the individual results.
A partial fill-up does not measure all the fuel consumed since the last full tank. Keep adding the fuel until the next full tank. Traffic, load and driving conditions can change the result.
